Where the figures come from

Road speeds are the Transport Department’s “Traffic Data of Strategic / Major Roads” feed on data.gov.hk, which reports an average speed for each monitored road segment about every two minutes. This page reads it through a short cache, so what you see is at most a few minutes behind the detectors; the time printed at the top is the feed’s own.

“Congested” has two tests here, and a segment must meet both. The first is a fixed speed: on strategic routes (expressways, trunk roads and tunnels) slow means 45 km/h or below and jammed 25 km/h or below; on other streets, 22 and 12 km/h. The second compares the segment with its own free-flow speed, taken from the same feed at quiet hours: slow means 65% of it or below, jammed 40% or below. So a street with traffic lights that only does 28 km/h when empty is not marked slow for doing 25. A road enters the ranking only when at least 400 m of it is slow or jammed, and it is marked jammed when half or more of that length is. Longer and slower queues rank higher.

Incidents are the department’s Special Traffic News. Harbour-crossing times are what its roadside journey-time signs are showing, refreshed about every two minutes. Boundary queues come from the Immigration Department, about every 15 minutes. Roads without detectors are not covered, and none of this is a forecast.
