Registered lift, escalator and builders’ lift contractors in Hong Kong
Owners and managers of a building choosing a lift or escalator maintenance contractor can check that it is registered. EMSD keeps three contractor lists: registered lift contractors, registered escalator contractors and registered contractors for builders’ lifts and tower working platforms on construction sites. This page brings the 66 firms on them together, a page per firm with the lists it is on and the dates its registrations are valid until.
What registration means
Under the Lifts and Escalators Ordinance (Cap. 618), in force since 17 December 2012, lift and escalator works such as installation, maintenance, repair, alteration and demolition are required to be undertaken by registered lift or escalator contractors, who notify EMSD of the works they undertake and subcontract. The Ordinance applies to lifts and escalators in both the public and the private sector; their responsible persons — owners and anyone else managing or controlling them — have the duty to keep them in a proper state of repair and in safe working order. According to EMSD, a registered contractor attends to a failure of a lift’s emergency devices (alarm, emergency lighting, intercom, ventilation fan) within 4 hours of becoming aware of it; registered contractors renew their registration every 5 years; and EMSD keeps the registers for public access.
Builders’ lifts and tower working platforms at construction sites are regulated by the Builders’ Lifts and Tower Working Platforms (Safety) Ordinance (Cap. 470), under which EMSD keeps registers of qualified engineers and contractors.
How to check a contractor
- Find the contractor on EMSD’s register of registered lift and escalator contractors, or, for builders’ lifts, on EMSD’s List of Contractors.
- Check that it is registered for the kind of equipment concerned — lifts, escalators, or builders’ lifts and tower working platforms — and that the registration is still valid.
The registration expiry dates here come from EMSD’s copies of the lists on the CSDI portal and the builders’ lift list itself; the lift and escalator lists’ own expiry dates on data.gov.hk are five years earlier than EMSD’s other copy and are not used. Companies, partnerships, firms and trade names are listed under their names, a sole proprietor under the trading name only, and a name that on its own reads as a person’s is not shown. An entry whose name is a person’s is counted but not named, and so is one whose name seems to contain a person’s full name until it has been reviewed; neither has a page of its own.
