Private columbaria in Hong Kong: licences and exemptions

Choosing a niche in a private columbarium? In Hong Kong the operation of a private columbarium must be covered by a licence, an exemption or a temporary suspension of liability under the Private Columbaria Ordinance (Cap. 630), and only a licensed columbarium may sell or newly let out niches. This page lists the 17 licensed and 15 exempted columbaria on the Register of Private Columbaria, with the validity period of each.

Licence, exemption: what each allows

According to the Food and Environmental Hygiene Department, the operation of a private columbarium must be covered by a licence, an exemption or a temporary suspension of liability (a specified instrument) under the Private Columbaria Ordinance (Cap. 630). A private columbarium must obtain a licence before it may sell or newly let out niches; the Private Columbaria Licensing Board’s register notes that a licence is valid for no more than 10 years, and that every licensee is subject to the Board’s condition on a 14-day cooling-off period.

A columbarium applying for an exemption should have commenced operation before 1 January 1990 and must not have sold or newly let out niches after 8 a.m. on 18 June 2014. A columbarium with an exemption or a temporary suspension of liability must not sell or newly let out niches.

How to check a columbarium

1. Find it on the Private Columbaria Licensing Board’s Register of Private Columbaria, which sets out each licensed columbarium’s name and address, any restriction on the sale of niche interment rights, its approved plans and its licence conditions.
2. The Department advises consumers to ask the operator when the columbarium began operating, and which specified instrument it holds or intends to apply for.
